PARKS AND RECREATION COMMITTEE MEETING
Wednesday, February 22, 2012, 5:30 p.m.

The February meeting of the Santa Rosa County Parks and Recreation Committee was held at the Administrative Complex beginning at 5:30 p.m. on Wednesday, February 22, 2012. The following members were present representing the sports associations and host organizations: Justin Labrato, Tiger Point Recreational Park.

Absent were representatives from Navarre Youth Sports Association, Navarre Sports Complex/Navarre Football-Soccer Park/Holley Ball Field; Pace Athletic & Recreation Association, Pace Athletic and Recreational Football Park/Santa Rosa SportsPlex; Fidelis Community Center and Park; Futbol Club of Santa Rosa, Inc., Santa Rosa Soccer/Horse Park; Benny Russell Park; Swenson Park; Chumuckla Athletic Association, Chumuckla Community Center and Park; and East Milton Youth Association, East Milton Recreational Park.

Present were the Special Projects/Grants Coordinator, Sheila Harris, and Doug Lasater, representative of the Bagdad Waterfronts Florida Partnership. A copy of the sign-in sheet is attached for reference.

The meeting was called to order at 5:32 p.m.

Sheila Harris welcomed all. The minutes for the September 28, 2011 regular meeting were presented for review. There were no questions or objections to the minutes, due to no quorum, September 2011 minutes will be presented at the following meeting for approval.

Sheila Harris presented the attendees with a powerpoint presentation of the proposed 2011/2012 Land and Water Conservation Fund (LWCF) Grant Application for improvements at the Bagdad Mill Site Passive Park. A copy of the presentation is included for reference.

• Site has been cleared of buildings and debris, only a small amount of asphalt remains on the site

LWCF Grant Information
• LWCF program was funded during the last cycle
• Available program funds for current cycle have not been determined yet
• Applications will be scored and ranked in May 2012
• Congress will consider priority list and recommend funding levels no later than summer 2012
• Grant awards (if funded) will be made on or before September 2012
• If funds are awarded, target construction date is October 2012

Public Input Session
Mr. Labrato asked if the LWCF application (Navarre Beach Park) from last year was funded. Ms. Harris responded that the project did not score high enough to receive funding has since been dropped from consideration for this grant. Mr. Labrato also asked if the county had been successful in the past obtaining this grant. Ms. Harris responded that it has been quite some time since we had recieved LWCF funds but she believed it may have funded the purchase of Tiger Point Park property several years ago. There were no other questions or public input regarding the LWCF grant application.

Recreational Trails Program Info
• RTP Funds can be used for development or maintenance of recreational trails
• Funds can also be used for trail support amenities
• Maximum request is $200,000 for non-motorized trails
• Applications are due March 31, 2012
• RTP program was funded during 2011 cycle
• Projects will be scored and ranked on or around July 2012
• Grant awards (if funded) will be made on or before August 2012
• If funds are awarded, target construction start date is October 2012

Public Input Session
Mr. Labrato asked if these grants were federal funds. Ms. Harris responded that the LWCF grant was NOAA funds through DEP and RTP was Federal Highway funds through DEP. Mr. Labrato asked how long the trail within the park was. Ms. Harris responded that it is approximately 1 mile. Doug Lasater commented about how much community support there was for this project and named the organizations who have been participating in fundraising and various other park projects. Ms. Harris noted that we have been working on the site for several years. Ms. Harris indicated that multiple awards were highly unlikely and in the event we did receive awards for both we could make a determination at that time which one best met our needs and would have the opportunity to decline an award if necessary. There were no other questions or public input.
