SANTA ROSA COUNTY FIRE PROTECTION
BOARD OF APPEALS MEETING MINUTES
JUNE 12, 2003
The regular meeting of the Santa Rosa County Fire Protection Board of Appeals was held June 12, 2003 at 4:00 p. m. in the Conference Room of the Santa Rosa County Building Inspection Department located at 6051 Old Bagdad Highway Room 202, Milton, Florida. Board members in attendance were Chairman John Reble, Vice Chairman Paul Hazucha, Warren Morgan, Dusty Rhodes and Steve Rowell.
Building Inspection Department Staff in attendance were Tim Tolbert, Fire Official/Building Safety Coordinator; Rhonda Royals, Building Department Coordinator; Tambre Weiland, Fire Safety Inspector; and Esna Cluck, Permit Analyst.
Mr. John Reble, Chairman, called the meeting to order at 4:05 p.m.
Reble said he had been told that Hickory Hammock Church had requested to be tabled until the next meeting. Hazucha made a motion to accept the agenda as amended with a second from Rhodes. Motion carried with 4 ayes.
Approval of minutes:
Hazucha made a motion to accept the minutes from the March 13, 2003, meeting with a second by Rhodes. Motion carried with 4 ayes.
The next scheduled meeting is to be held on Thursday, July 10, 2003, at 4:00 p.m. Morgan stated that he may not be able to be at the next meeting.
Cancer Rehab Center – Sprinkler requirement variance appeal
Reble read the application for appeal into the record. Weiland gave a brief description of the building and read from NFPA 13 on the requirement for sprinklers in canopies. Reble asked to see the architectural and structural plans. Board members and Weiland looked at plans. Discussion ensued.
Jay Larson, representing L. Pugh and Associates, spoke to the Board. Larson told the Board that he viewed this canopy as almost an independent structure, in that one structure does not depend on the other being there. Larson said that typically a canopy is hooked onto the building to support itself. He said that this one is not that way. Larson also mentioned Walgreen’s and Eckerd’s that have combustible canopies which are not sprinklered. Reble asked Larson what is the principle objection to installing a sprinkler system in the canopy. Larson replied cost. Discussion ensued.
Hazucha asked if there were different definitions for a walk way and a canopy in the code. No one could make delineation between the two from the code. Discussion ensued.
Hazucha made a motion to deny the variance request. There was a second by Rhodes. Motion carried with 4 ayes.
At 4:40 p. m. Rhodes made a motion to adjourn the meeting with a second by Morgan. Motion carried with 4 ayes.
