Bagdad Architectural Advisory Committee
Minutes of the August 20, 2004 Meeting

The meeting was called to order at 8:40 a.m. with the following members and staff present: Mr. Charles Cook, Committee Chairman, Mrs. Jan Davis, Committee Member; Dr. Charles D’Asaro, Committee Member, Dr. Richard Lewis, Committee Member (on leave), Beckie Faulkenberry, Planning Director, Kacey Wagg, Transportation Planner and staff to the Committee. Mrs. Pat D’Asaro attended as a visitor.

Following the call to order the committee discussed Dr. Lewis’ position on the committee. The original arrangement was that Dr. D’Asaro would sit in for Dr. Lewis while he was out caring for his wife. Dr. Lewis has returned full time and Dr. D’Asaro returned his seat on the Board. The AAB voted to direct staff to take the Board membership changes, which are part of the overall Land Development Code revisions, to the Local Planning Board and the County Commission post haste.

The first item on the agenda was approval of the July 30, 2004 minutes. They were approved without objection.

The next item on the agenda was case 2004-BHAAB-004. This was a request by Mr. Michael Johnson for new construction on parcel number 15-1N-28-0120-01300-0030, address 7023 Overman Street. The AAB had some discussion about the plans, noting that they did not seem to reflect a traditional Bagdad style. Instead, they appeared to be a ranch style with historic detailing, including the shutters, hardiplank and 7/12 roof style. The members indicated that they knew Mr. Johnson had been involved in discussions on the new Bagdad regulations and had made a sincere effort to conform to the desires of the community. The Board approved the plans unanimously.

Ms. Wagg then briefed the Board on two emergency tree removals, 2004-BHAAB-005 and 2004-BHAAB-006. The Board agreed with both approvals and had been notified prior to the removal.

The Board then discussed its meeting date. After consultation of schedules, the Board agreed to move its regular meeting time to the fourth Wednesday of the month at 8:30am in the Planning & Zoning offices. The Board noted that the meeting date in December will have to be moved or cancelled. This will be discussed at the November meeting.

In other business, Dr. Lewis asked for a quick review of the 2004-BHAAB-003 permit. This was for construction of four new duplexes on School Street. Dr. Lewis was concerned about the possible removal of trees not included in the permit. Ms. Faulkenberry said she would direct the department’s inspector to make an on site review of the project.

The Board then discussed the LDC revisions, the work done by Sara Campney over the summer and the inconsistency of the Zoning and National Register District boundaries. Dr. Lewis asked that these items be on the September agenda. Mrs. D’Asaro mentioned that Bagdad would be participating in its initial First Saturday cleanup on Saturday September 4, 2004
