Preparing for an Emergency

Patients and residents rely on their health facility to provide a high level of care, even during an emergency. A Comprehensive Emergency Management Plan (CEMP) helps health care facilities face all kinds of threats and keep their clients safe. 

Santa Rosa County Emergency Management has the statutory responsibility of reviewing and approving the CEMPs based on the criteria established by the State of Florida Agency for Healthcare Administration (AHCA). Here is a list of Emergency Plan Regulations and Review requirements.

Facilities Review and Submission Requirements

Santa Rosa County has different criteria for CEMPs depending on the type of facility. The required documents must accompany the submission for the CEMP to be accepted for review.  The state’s CEMP forms can be found on the AHCA website.

*AHCA Criteria Cross-Walk*
The crosswalk documents identify the minimum criteria to be used when developing a CEMP for residential health care facilities.  The crosswalk serves as the required plan format for the CEMP, and will also serve as the compliance review document for Palm Beach County Division of Emergency Management upon submission for review and approval pursuant to Chapter 252, Florida Statutes (F.S.).  These criteria satisfy the basic emergency management requirements of 400, Part II, Florida Statutes, but are not designed to provide specific emergency medical planning guidance. 


Assisted Living Facilities

Assisted Living Facilities (ALFs) with a successful full CEMP review may be permitted to submit an abbreviated CEMP ALF Form on alternate years. 

  • Full CEMP
    • Completed AHCA Criteria Crosswalk
    • Electronic format of DOC, DOCX or PDF of entire CEMP for your facility
      • Our office will not accept partial submittals or submittals of page updates.
    • Copy of Facility's Fire Safety Plan (with inspection approval letter from local fire inspector/marshal current within 1 year)
    • Copy of Mutual Aid Agreements (i.e. evacuation/sheltering agreements, transportation, feeding, water, fuel, etc)
      • Must be updated annually
    • Completed Emergency Power Plan(EPP)/Emergency Environmental Control Plan(EECP)

Nursing Homes

  • Full CEMP
    • Completed AHCA Criteria Crosswalk
    • Electronic format of DOC, DOCX or PDF of entire CEMP for your facility
      • Our office will not accept partial submittals or submittals of page updates.
    • Copy of Facility's Fire Safety Plan (with inspection approval letter from local fire inspector/marshal current within 1 year)

  • *Hospital generator requirements are covered under other statutory/regulatory agencies, so they are not required to submit an EPP/EECP*


Submitting Your Plan

Santa Rosa County Emergency Management accepts plans up to 60 business days in advance of the CEMP year that will be listed on the approval letter. It usually takes 60 days to review the plan.

Only electronic submissions are accepted. 

  • Email your CEMP to HealthcareCEMP@santarosa.fl.gov.
    • Title your submitted file as name_of_facility-COMPLETE_CEMP-year if all in one file. If more than one file, send as follows:
      • name_of_facility-CEMP_ONLY-year
      • name_of_facility-EPP_EECP-year  
      • name_of_facility-Fire_Safety_Approval_Letter-year 
      • name_of_facility-Mutual_Aid_Agreements-year 
  • We will send you a confirmation email to let you know that your plan has been accepted for review (this is not an automated reply and can take up to a day to receive the email).

  • Criteria III. Hazard Analysis B.4 and B.5 
    • Find your Flood Zone and Hurricane Evacuation Zone 
      • Flood zones are areas mapped by FEMA for use in the National Flood Insurance Program. Each flood zone designation, represented by a letter or letters, tells homeowners their risk for flooding on their property. Homes with a mortgage located in high risk areas must have flood insurance. 
      • Evacuation zones are based on storm surge zones determined by the National Hurricane Center. Santa Rosa County uses A - E to identify evacuation zones based on the areas that are likely to be affected by storm surge. Some areas of the county are not located in any evacuation zone. Also of note, a home may be located in a non-evacuation zone, yet still be located in a flood zone because of a nearby stream or pond.
